Summary: Part one of a three bill package, also known as the Sustainable Groundwater Management Act (SGMA), authorizes local agencies to submit and enact a groundwater management plan with goals to reach sustainable water yields. Local agencies referred to as Groundwater Sustainability Agencies, are granted authority to enforce regulation and charge fees related to the groundwater management plan.
